CGTMSE loan guarantee for women entrepreneurs: how to ask a lender

Understand how CGTMSE can support eligible MSE credit, what the women-entrepreneur guarantee category means, why the lender applies and which loan, fee and collateral terms to get in writing.

What CGTMSE does for an eligible business loan

The Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) provides a guarantee to eligible lenders for qualifying MSE credit. It is not a direct lender and does not pay a grant to the entrepreneur.

The guarantee supports the lender's risk

The lender assesses and sanctions the business loan. It can then seek guarantee cover from CGTMSE for an eligible facility. The current scheme document lists guarantee cover of up to 90% for women entrepreneurs or MSEs promoted by Agniveers for guarantees approved on or after 1 April 2025, subject to scheme categories and terms.

The lender decides whether the proposal is viable

The scheme FAQ describes eligible credit assessed on project viability, with collateral-free or hybrid-security options under its rules. A bank may still require primary security in financed assets, apply its own credit checks and decline an unviable proposal.

Check the enterprise and loan eligibility

The guarantee is available only for eligible MSE borrowers and facilities through participating Member Lending Institutions (MLIs). The lender should explain which scheme version and category apply to the proposed loan.

Ask the lender to consider the guarantee

The borrower applies for credit to an MLI; the MLI—not the woman applicant—files the guarantee request with CGTMSE. Raise the question while discussing the loan and keep the lender's answer with the sanction papers.

Identify a participating lender

Use CGTMSE's current list of Member Lending Institutions or ask your bank whether its branch can process CGTMSE-backed credit for the business type. CGTMSE warns that it has no agents or agencies arranging loans on its behalf.

Get fees and security terms in writing

The Annual Guarantee Fee and other charges depend on current rules. CGTMSE says the lender may decide whether to pass the fee to the borrower or absorb it. Ask the bank to identify any guarantee fee, processing cost, primary security, collateral or third-party guarantee before signing.

If a bank says the loan needs collateral

A guarantee scheme does not remove every lender decision or make every facility collateral-free. Ask what security is proposed and whether the bank has considered an eligible guarantee or hybrid-security route.

Separate primary security from collateral

Primary security is usually an asset financed by the loan; collateral is additional property offered to secure it. Ask the lender to list each asset or personal guarantee it expects and what happens if a payment is missed.

Use formal complaint channels for process concerns

Keep the application number and the bank's written response. First raise the issue with the lender's branch and grievance officer; if unresolved, use the complaint route applicable to that lender. Do not pay a broker who says a private fee can secure CGTMSE approval.
