When can you complain to the RBI Ombudsman about a bank?
The Reserve Bank – Integrated Ombudsman Scheme, 2026 provides a cost-free complaint route for customers of covered RBI-regulated entities when there is a deficiency in service. First complain to the bank or other regulated entity. You can generally approach the RBI route if it rejects the complaint, its answer does not resolve the issue, or it does not reply within 30 days. The Scheme took effect on 1 July 2026 and replaced the 2021 Scheme for new complaints.
Identify a service problem
Examples may include an unresolved account-service failure, a disputed service charge, a problem with loan servicing or failure to follow an applicable RBI instruction. Describe what the bank was required to do, what happened, when you reported it and what remedy you want. The Ombudsman is not a shortcut for asking a bank to approve a loan or reverse a legitimate commercial decision.
Check that the organisation is covered
The Scheme applies to specified categories of regulated entities, including banks and certain other RBI-regulated institutions. It does not turn every finance app, lender, agent or business into an RBI-regulated entity. Find the legal name of the bank or lender on your statement, loan agreement or official website and check current Scheme coverage before filing.
Keep control of your own complaint
A woman can explain her account or service issue in her own words. If another person helps because of language, disability, safety or access barriers, follow the Scheme's requirements for an authorised representative. Keep copies of identity and account details private, and use a contact channel you can safely access.

What should you do before filing with RBI?
A clear written complaint helps the bank investigate and gives you a record for escalation. Keep the facts in date order and attach only documents that support the issue.
Write to the bank's official grievance channel
Use the complaint or grievance route on the bank's official website, app, branch or statement. State your name, a safe contact method, account or loan reference, the transaction or service involved, dates, previous steps and the practical outcome you want. Ask for an acknowledgement or ticket number.
Save a small, readable evidence file
Keep the complaint, acknowledgement, relevant statement page, SMS or email, screenshots with dates, receipts and the bank's reply. Do not send a full card number, PIN, password or one-time code. If family members control your phone or banking access, consider whether saving or printing these records could expose you to pressure.
Escalate after the right trigger
If the bank rejects your complaint or its final answer leaves the service problem unresolved, check whether the Scheme allows you to file now. If there is no reply, the usual escalation trigger is 30 days after the entity received your complaint. Do not wait for a third-party agent to promise a result; RBI says filing under the Scheme is free.
How do you file and follow an RBI complaint?
The RBI Complaint Management System is the online route. The Scheme also lists email and physical filing routes through its Centralised Receipt and Processing Centre. Use the instructions and address currently shown by RBI, because procedures can change.

Open the CMS from the RBI website or go directly to https://cms.rbi.org.in. Enter the regulated entity's name, the earlier complaint reference, a concise timeline and the outcome you seek. Upload legible supporting records and save the RBI complaint number for tracking.
Ask for help with the process
RBI's contact centre at 14448 provides information about how to file and check status; the contact centre does not file a complaint on your behalf. The Scheme describes language options and alternate filing modes. Verify the current details in the official Scheme if you need phone or in-person support.
Respond to requests and keep the case focused
Track the complaint using its number and answer requests for information within the time stated. Explain the service failure and the remedy sought. The Ombudsman may not take up matters outside the Scheme, matters already being heard in another forum or complaints without enough information.

Is an RBI Ombudsman complaint free?
Yes. RBI states that there is no fee for filing or resolving a complaint under the 2026 Scheme. Do not pay a person who claims they can guarantee an Ombudsman decision.
Can I complain directly to RBI before contacting my bank?
Usually you must first submit the complaint to the regulated entity. Keep its acknowledgement; the later route depends on the reply, the 30-day period and the Scheme's maintainability rules.
Can RBI order a bank to approve my loan?
The Scheme addresses deficiency in service by covered regulated entities. It is not a general appeal against a lender's credit decision. Explain any specific failure to follow a rule or provide a promised service, and check whether it falls within the Scheme.
Does the 2026 Scheme apply to complaints filed earlier?
The Scheme generally governs complaints received from 1 July 2026. RBI says complaints received before that date and related appeals or awards continue under the 2021 Scheme. Check the official Scheme for your dates and situation.
