Packaged product label rules in India: a checklist for small businesses
A practical label checklist for women-owned product businesses: identify when packaged-commodity rules apply, check common declarations, register as a packer when required and coordinate Legal Metrology with food labelling rules.
In this guide
First check whether your product is a pre-packaged commodity
India's Legal Metrology Packaged Commodities Rules apply to many retail packages, but scope and exceptions depend on the product and how it is supplied. Do not print a generic label template for every item.
The person who packs or imports may have a registration duty
The Department of Consumer Affairs FAQ says a manufacturer, packer or importer must apply for registration under Rule 27 within 90 days of starting pre-packing. Confirm the correct Central or State authority and current application steps for the place where the business operates.
Use the right rule set for the product
A retail package sold by weight, measure or number may need Legal Metrology declarations. Food also has its own FSSAI labelling requirements; cosmetics, medicines, electronics and other regulated products can have additional standards. Check the product-specific law and exceptions before choosing what to print.
Keep the business owner's identity visible in the supply chain
Record who manufactures, packs, imports and markets the product, and who handles customer complaints. A contract manufacturer or co-packer agreement should make label review and recall responsibilities clear before production begins.
| Label detail | Verified value | Where it appears |
|---|---|---|
| Legal manufacturer/packer/importer name and address | Principal display panel or permitted declaration area | |
| Commodity identity and net quantity | Package and online product page | |
| MRP, unit sale price and applicable dates | Check product-specific exceptions | |
| Customer-care contact and country of origin | Package and seller listing where required |
Review the declarations that commonly appear on retail packs
The exact list, placement, wording and type size can depend on the package and the product. Use this as a pre-review checklist, then compare it with the current rules and any sector-specific standards.
Identify the manufacturer, packer or importer
Check the required name and address details for the responsible parties. Use an address that remains valid for official contact and consumer complaints, and make sure your label matches the registration record.
State what is inside and how much
Use the common or generic name and the required net quantity in the correct unit or number. Do not let decorative packaging obscure a declaration or use a quantity description that is misleading.
Verify price, unit price, contact and dates
Check the maximum retail price inclusive of taxes, unit sale price where required, consumer-care details, country of origin for imported goods and any date declaration that applies to the product. Food and other time-sensitive products have additional rules for date and safety information.
Make the online listing match the package
Copy verified product facts into every sales channel
Keep the product name, net quantity, ingredients or material, warnings, price, manufacturer details and country of origin consistent across the package, marketplace listing, invoice and dispatch record. Update old photos and descriptions when a pack changes.
Check the platform's country-of-origin display
A 2026 amendment sets a searchable and sortable country-of-origin filter for imported products offered online, with the implementation date moved to 1 July 2027. This filter is an e-commerce entity duty; sellers should still provide accurate origin information when asked by the platform and in the required package declarations.
Keep food and non-food artwork separate
A food label may need ingredient, allergen, nutrition, FSSAI number, vegetarian/non-vegetarian and other food-specific declarations. Legal Metrology is not a substitute for the current FSSAI labelling rules.
Run a print check before ordering thousands of packs
A label error can be expensive to fix after packaging is printed. Treat the final proof as a business-control step, not only a design sign-off.
Check every SKU and package size
Review each product variant, quantity and pack size separately. Confirm that text is legible at the actual print size and that stickers or folds do not cover required information.
Ask the relevant authority about exceptions
Some commodity classes, package sizes and institutional or industrial supplies may be treated differently. If the product fits an exception or a special rule, retain the official provision or written clarification used to make that decision.
Save the approved master artwork
Keep dated artwork, supplier approvals, label calculations, packer registration evidence and change history. This helps reproduce the correct pack when another printer or seller handles orders.
Questions about labels for a small product business
Does a home business have to register as a packer?
The Rule 27 FAQ gives a 90-day registration timeline for manufacturers, packers and importers starting pre-packing. Check whether your activity and product fall within the rule and which authority handles the application.
Can I use one label for food and non-food products?
No generic label should be assumed to meet both regimes. Food products need applicable FSSAI declarations in addition to any Legal Metrology requirements.
Are all label details required in exactly the same place?
Placement and exceptions are rule-specific. Use the latest rules and FAQ, and obtain product-specific review before printing if the package has limited space or falls into a regulated category.
Does the online country-of-origin filter start immediately?
The 2026 second amendment moves the searchable filter for imported e-commerce listings to 1 July 2027. Sellers should still give the platform accurate country-of-origin data now when required.
